Legal Framework
Consider mechanisms to enfranchise Sri Lanka citizens abroad through postal voting or other alternative voting procedures. EC, civil society, and migrant advocates should be consultated to create this enabling law.
Out of country voting and proxy voting are not allowed, resulting in disenfranchisement of approximately two million migrant workers overseas. Absentee voting is restricted to essential government workers (police, military, and civil servants) who are eligible to be registered for advance/absentee voting (known in Sri Lanka as "postal voting").

Strengthen the legal framework & enforcement to ensure accountability for the misuse of state resources for partisan gain
Allegations of misuse of public resources. Such abuse can take many forms, including state subsidies for transportation, materials, and other in-kind contributions. These could give an unfair advance to specific candidates and reduce trust in the process. Significant barrier to the participation of women, youth, and margionalized groups with limited access to funding.

Submission of the proposal on the Establishment of National Level all-inclusive Electoral Central Committees
The Disability Organizations Joint Front, DOJF, which is an umbrella organization with the representation of 36 disability persons organizations established in Sri Lanka, as an institution which has a keen focus on the election rights of the persons with disabilities, has made various national level interventions with the objective of establishing an inclusive election process.
